Information clause

In fulfilment of the information obligation in connection with the requirements of Article 13(1) and (2) (Article 14(1) and (2)) of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation - RODO) (Official Journal of the EU L 119 of 04.05.2016, p. 1 as amended), we inform you that:

  2. The Administrator has appointed a Data Protection Supervisor, who can be contacted in matters concerning the processing of personal data, e-mail: iod@um.tgory.pl , telephone: 32 393 37 56 or in writing by directing correspondence to the Administrator's address.
  3. The Administrator processes your personal data in order to participate in the Programme entitled "Tarnowskie Góry - Resident's Card" on the basis of Article 6(1)(e) and (b) of the RODO in connection with the Ordinance No. 290/2024 of the Mayor of the City of Tarnowskie Góry dated 26.11.2024. In addition, your personal data will be processed in order for the Organiser to send notifications related to the implementation of the Programme by means of electronic communication, surveys, promotions, competitions, promotional offers of the Programme partners by means of electronic communication, in accordance with the Act of 18 July 2002 on providing services by electronic means, pursuant to Art. 6(1)(a) RODO - Voluntary consent, which can be withdrawn at any time. The withdrawal of consent does not affect the lawfulness of the processing carried out on the basis of consent before its withdrawal.
  4. Your provision of personal data is voluntary. If you do not provide your data you will not be able to become a Participant in the "Tarnowskie Góry - Resident Card" Programme.
  5. You have the right to request from the controller access to your personal data, their rectification, deletion or restriction of processing and the right to object to processing, the right to data portability, the right to withdraw consent at any time without affecting the legality of the processing performed on the basis of consent before its withdrawal. The exercise of your rights will depend on the legal basis for the processing of your data and may be limited in accordance with the provisions of the RODO. A request for the exercise of your rights must be made to the Data Controller.
  6. Your personal data may be made available to authorities and entities authorised by law, the company BPROG Sp. z o.o., with its registered office in Ząbki, ul. Wojska Polskiego 18/1, 05-091 Ząbki, the Application Contractor with whom the Administrator has entered into a data processing entrustment agreement, entities providing IT services, postal operators in the case of paper correspondence, banks in the case of payment processing;
  7. Your personal data are kept only for the period necessary to fulfil the purpose for which they were collected or for the period indicated by law. Once the purpose for which the data was collected has been fulfilled, the data will only be kept for archiving purposes, in accordance with the applicable legislation. The period of storage of personal data at the Municipal Office in most cases results from the Regulation of the Prime Minister on the Clerical Instruction, Uniform Material File Lists and the Instruction on the Organisation and Scope of Operation of Company Archives of 18 January 2011 and in this case is 5 years. The resident's documentation in the form of attached electronic files is kept for 30 days after the application has been accepted or rejected. If a user account is deleted, the data is finally deleted after 30 days.
  8. If you consider that the processing of your data violates the provisions on personal data protection, you have the right to lodge a complaint against its processing to the President of the Office for Personal Data Protection, based in Warsaw at Stawki 2.
  9. Your personal data will not be transferred to a third country or international organisation.
  10. Your personal data will be processed by automated means, but will not be profiled. The decision to join the Resident Card Scheme is not made by automated means.

General information

Please be informed that we attach particular importance to respecting the privacy of users visiting our web portal. The data collected in the logs are used solely for the purpose of administering the web portal, subject to the restrictions mentioned under Newsletter. We do not seek to identify users of the web portal. No identification data, for any purpose, are transmitted to any third party.

Data collection

In accordance with the usual practice of most websites, we store HTTP requests made to our server. The resources viewed are identified by URLs. The exact list of information stored in the web server log files is as follows:

  • the public IP address of the computer from which the request came (this can be the user's computer directly),
  • the name of the client station - identification is provided by the http protocol, if possible,
  • the name of the user given during the authentication process,
  • time of request arrival,
  • first line of the http request,
  • http response code,
  • the number of bytes sent by the server,
  • the URL of a page previously visited by the user (referer link), in the event that the website of the Bureau was accessed via a link,
  • information about the user's browser,
  • information about errors that occurred during the HTTP transaction.

These data are not associated with specific persons browsing the pages of the web portal, with the reservation referred to under Newsletter. In order to ensure the highest possible quality of the website, we may analyse the log files to determine which pages are visited most frequently, which web browsers are used, whether the structure of the website contains errors, etc.

Data usage

The collected logs are stored for an indefinite period of time as support material for the administration of the website. The information contained in them is not disclosed to anyone except those authorised to administer the server and the Office/Institution's network. Statistics may be generated from the log files as an aid to administration. Aggregate summaries in the form of such statistics do not contain any identifying characteristics of the person visiting the web portal.

Cookies on the website

Cookies are not used to obtain any information about users of the web portal, nor to track their navigation. The cookies used on the website do not store any personal data or other information collected from users.

Newsletter

An exception to the above-mentioned rules is the registration of e-mail addresses of persons or entities using the provided service of sending a registration form as a subscriber to the newsletter of our web portal, who have agreed to receive information electronically from the editorial staff of our web portal.

An e-mail address is recorded for subjects and persons who have used the service of sending a registration form as a subscriber to the newsletter of our web portal, which is used to send feedback on the acceptance of the registration form. It enables confirmation of registration as a newsletter subscriber and removal from the list of subscribers.

With regard to the persons or entities to whom messages are sent using the newsletter, information on the IP addresses of the computers and the date and time of reading of the messages, transmitted by means of the newsletter, is recorded. The recipient of information sent by means of the newsletter receives a message in their mailbox containing the latest information posted on the web portal. Clicking on the link provided takes the recipient to the website of the web portal, where the recipient can read the full content of the information. At the same time, the IP number of the computer from which the connection was made and the date and time of the operation are recorded in special server logs.

The information contained in the logs, which records information about the reading of sent messages, is used to determine that the information sent to the addressee was correctly delivered.
